The dispute centers on an ethics clause<\/strong> that the opposition considers woefully inadequate, against a backdrop where President Trump<\/strong>‘s crypto activities have generated more than one billion dollars in revenue<\/strong> over the past year, according to a July financial disclosure. With 14 days left before the August 7 deadline, the fate of the most ambitious bill ever proposed on digital asset market structure<\/strong> in the United States remains deeply uncertain.<\/p>\n\n\n\n

An Ethics Clause Crystallizing Tensions Between Both Parties<\/h2>\n\n\n\n

Democratic Senator Ruben Gallego<\/strong> (Arizona) pulled no punches when speaking to Politico: “Whatever piece of s\u2013t they sent back to us, that was not a serious effort.”<\/strong> That blunt assessment captures the state of negotiations after months of bipartisan discussions were effectively wiped out by the latest Republican draft.<\/p>\n\n\n\n

At the heart of the disagreement: Democrats categorically refuse to allow the Department of Justice (DOJ)<\/strong> to be the sole body responsible for enforcing ethics rules. Their distrust of the DOJ under the Trump administration is explicit. Patrick Witt<\/strong>, the White House’s crypto<\/a> adviser<\/strong>, struck a more optimistic tone, telling CoinDesk he was “perplexed” by Thune’s pessimism and “slightly more optimistic,” noting that the first week of August remains available. On the Democratic side, Gallego<\/strong> is working on a counter-proposal<\/strong> alongside Republican Senator Thom Tillis<\/strong> (North Carolina) and other unnamed Republicans. “We are still in this fight,”<\/strong> he stated, promising to return with an amended text.<\/p>\n\n\n\n

A delay into September or beyond creates prolonged regulatory uncertainty<\/strong> that weighs on institutional confidence. The US expansion plans of several major platforms<\/a><\/strong> depend directly on the legal clarity this bill is meant to deliver.
