Behind the operation: a binational couple who turned an empty shell into a machine for siphoning subsidies meant for elderly, disabled, and homeless people<\/strong> \u2014 all funded by government agencies across multiple U.S. states.<\/p>\n\n\n\n

Between rented Porsches<\/strong>, luxury boutiques in Manhattan, and trips across Europe, the lifestyle flaunted by the defendants stands in brutal contrast to the vulnerable people they claimed to serve.<\/p>\n\n\n\n

Pearl Transit: A Ghost Company Built From Scratch<\/h2>\n\n\n\n

Jael Watts<\/strong>, 45, a resident of New Jersey<\/strong>, and her Colombian husband Luis Pino-Copete<\/strong>, 42, operated under the name Pearl Transit Corporation<\/strong>, a shell company registered in New Jersey. On paper, the business offered medical transportation and homeless assistance services across several U.S. states. In reality, it delivered no services whatsoever.<\/p>\n\n\n\n

Between July 2019 and October 2025<\/strong>, the pair submitted fraudulent reimbursement claims totaling more than $13 million<\/strong> to federal and state agencies. They successfully collected over $1.6 million<\/strong> from agencies based in Georgia, California, and North Carolina<\/strong>, according to the U.S. Department of Justice (DOJ)<\/strong>.<\/p>\n\n\n\n

To lend credibility to their scheme, the defendants fabricated fake employee and client rosters using stolen identities<\/a> \u2014 including those of deceased individuals. The “drivers” listed on the payroll held no valid driver’s licenses, or had simply never driven a vehicle in their lives. This level of administrative sophistication allowed the scheme to operate undetected for more than six years.<\/p>\n\n\n\n

Millions Diverted, Spent on Luxury and Travel<\/h2>\n\n\n\n

Bank records presented at trial revealed a lifestyle entirely inconsistent with running a social transport company. The couple spent over $100,000 on Porsche rentals<\/strong>, over $100,000 at Loro Piana<\/strong> \u2014 the Italian luxury brand with a flagship store in Manhattan \u2014 and took extended trips to Colombia, Aruba, and across Europe<\/strong>.<\/p>\n\n\n\n

Colin M. McDonald<\/strong>, Deputy Assistant Attorney General of the DOJ’s National Fraud Section<\/strong>, summed up the case bluntly: “The defendants fabricated payroll records and client lists, even using the identities of deceased individuals, to drain millions of dollars meant for the most vulnerable Americans.”<\/em><\/p>\n\n\n\n

Jael Watts<\/strong> was found guilty of making false statements, aggravated identity theft, and five counts of wire fraud<\/strong>. Both defendants were also convicted of conspiracy to commit wire fraud, falsification of records, and aggravated identity theft<\/strong>. Sentencing is scheduled for January 21, 2027<\/strong>: each faces up to 20 years in prison<\/strong>, fines of up to $250,000<\/strong>, and at least $1.9 million in restitution<\/strong>. Luis Pino-Copete<\/strong> also faces deportation to Colombia upon completion of any sentence.<\/p>\n\n\n\n
