In less than two weeks, resistance has organized at a surprising pace. What was meant to be a quiet revolution in tokenized finance is turning into an open standoff between Wall Street heavyweights and the OKX-ICE crypto joint venture.

Fifty S&P 500 companies have officially refused to have their shares tokenized on the platform. And the list keeps growing, as the 30-day regulatory window draws to a close.

Behind this collective pushback lies a fundamental question: who controls the digital representation of the world’s most liquid publicly traded securities?

A Wave of Rejections That Far Exceeds Initial Projections

OKX-ICE — the joint venture between crypto exchange OKX and Intercontinental Exchange, the parent company of the New York Stock Exchange — had initially proposed tokenizing 62 listed companies. To date, 43 of them, roughly 69%, have formally objected, according to a tally by CoinDesk. The progression has been striking: 9 objections on October 15, 16 on October 19, 38 on October 28, and 50 just two days later.

Among the latest additions to the list of opponents are Nvidia, Costco, Nike, Micron, and Reddit. They join heavyweights that had already staked their position, including Microsoft, Alphabet, JPMorgan Chase, Goldman Sachs, Walmart, Broadcom, Verizon, and Intel. None of these companies have publicly explained their refusal — with the exception of JPMorgan, which stated it wants to remain “thoughtful” about how its shares are represented and traded.

This opt-out mechanism stems directly from the “Innovation Exemption” granted by the SEC on September 17. The exemption allows Tokenized Security Venues (TSVs) to operate blockchain-based versions of US equities through automated market makers, without registering as exchanges. When a third party tokenizes a stock without prior consent, the issuer has 30 days to object in writing. Silence is treated as consent — and no avenue for appeal exists once the deadline has passed.

Nasdaq vs OKX-ICE: An Influence War Takes Shape

The collective rejection is not purely the result of independent corporate decisions. An executive at a Nasdaq-listed company told the outlet Crypto in America that a Nasdaq representative had reached out directly to encourage them to oppose the project, even offering to set up an explanatory call. Nasdaq declined to comment, but reiterated that TSVs are not the right path toward tokenization.

Nasdaq‘s argument is as much technical as it is strategic: venues operating outside the National Market System risk fragmenting liquidity and depriving investors of real-time best-price display and consolidated reporting. The exchange is simultaneously developing its own Nasdaq Equity Token in partnership with Kraken, targeting a launch in Q2 2027.

A full-page advertisement in the Wall Street Journal, headlined “YOUR STOCK. THEIR TOKENS. YOUR PROBLEM.”, also urged CEOs to oppose the project. It directed readers to Nasdaq‘s FAQ via QR code. The ad was funded by the Common Sense Leadership Fund, a conservative think tank — Nasdaq has denied any connection to the campaign.

OKX-ICE Holds Its Ground Despite the Pressure

On the OKX-ICE side, co-chairman and former New York Governor Andrew Cuomo has described the objections as a “natural response” to a fundamental shift in market structure. The platform plans to offer 24/7 trading of tokens backed one-to-one by real shares, traded against stablecoins such as USDC within permissioned pools on OKX’s X Layer blockchain.

Olivia Vande Woude, Head of Tokenization at Ava Labs, sums up the dynamic at play: “Given how easy the opt-out process is, the list of objectors will likely keep growing.” With the 30-day window closing this Tuesday, companies that have not yet acted could still join the movement — or find themselves tokenized by default.

The stakes extend well beyond OKX-ICE: what is being decided is who — between crypto exchanges, traditional stock exchanges, and issuers themselves — will hold control over the next generation of tokenized financial assets. A debate that is only just beginning.
